The Far Eastern Shipbuilding and Ship Repair Center implements the Shipbuilding Cluster Development Program, with the FESRC’s companies at its core as managed by the Rosneft Oil Company, in order to further promote the shipbuilding industry and improve the efficiency of the continental shelf development in Russia’s Far East and Arctic regions.
A priority social and economic development area was created in Bolshoi Kamen in 2016 with the Zvezda Shipbuilding Complex as its first resident. Currently, an industrial cluster of the ship component manufacturers is evolving around the new shipyard.

Steps were taken to start a joint venture with the China National Chemical Corporation on the polymer coating plant project for ships of different classes including the Arctic class.
Rosneft and the Ural Mining and Metallurgical Company established a joint venture to build a new steel mill in Primorski Krai.
The Far Eastern cluster will be home to a complete production path, make a venue to share the shipbuilding expertise and practice, build a pool of the technology and project competencies, engage in the international projects, and attract further investment to the economy of the Russian Far East.
